Board of Directors

Our Board is comprised of 5 members of the District, elected to a 4 year term. 

On March 9, 2021, the Los Angeles County Board of Supervisors approved the District request to move from odd numbered years, to even numbered year elections.  

The current terms were extended for one year.

Starting in 2005, Allen Flick was elected to the Board of Directors and has served as the president for 16 years. “My platform was to ensure every rate payer has the purest water possible, at the lowest rate possible. By working cohesively with other Directors and the highly qualified management team, field team, and office team, we have accomplished this goal to the present day. I believe we have built QHWD into one of the top districts in the Valley. We are fiscally sound with an excellent credit rating of AAA-.  We are a strong District today and moving into the future.” 

President Flick feels very proud that facing challenging times, like the drought situation, the District has been able to stay strong by thoughtfully planning ahead. Projects such as adding state of the art facilities, equipment, green energy (lowering energy costs), Wells, water storage, water banking (emergency water), and water conservation.  

“My special thanks to you, the rate payers who became our partners in making this plan successful. As President of the Board, again I would like to thank you for this opportunity to serve you now and into the future.”

You are welcome to attend our Board meeting on the third Thursday each month at 7:00 pm. Board meeting are open to the public.

Sheldon A. Carter

Sheldon Carter joined the Quartz Hill Water District Board of Directors in December 2015.  Sheldon has been an Antelope Valley resident for 27 years, and a Quartz Hill Water District customer for 18 years.  He has very much enjoyed involving himself on behalf of the District residents to help continue the long history of top quality, affordable water. Sheldon is employed as a Systems Engineer for Reliability with Raytheon Technologies. He holds his Associate’s Degree in Avionics Systems Technology from the Community College of the Air Force, a Bachelor’s Degree in Professional Aeronautics Embry-Riddle Aeronautical University and a Master’s Degree in Project Management from the University of Wisconsin-Platteville.

Sheldon has also earned credentials as a Certified Acquisitions Project Manager (CAPM) from the University of California, Irvine. 

Sheldon is a retired non-commissioned officer of the US Air Force, where he served 20 years of honorable service to his country as an avionics systems technician, aircraft developmental test evaluator and aircraft operational suitability test program manager.

Drew Mercy

Drew Mercy is a graduate of Quartz Hill High School and earned a Bachelor’s Degree from the University of California, at Davis.

He currently serves as Deputy Chief of Staff for Senator Scott Wilk. Previously he served as an advisor to former Senator Pete Knight, former Senator Sharon Runner, and former Senator and BOE Member George Runner.

He is active in the community and enjoys giving back to good causes.  He is a past president of the Antelope Valley Board of Trade, Antelope Valley Jaycees and a past Honorary Commander at Edwards Air Force Base.   Currently, he serves as Chairman of the Lancaster Criminal Justice Commission, President of the Antelope Valley Fair Association Board, and as a Director of the Antelope Valley Sheriff’s Boosters.

He was appointed to the Quartz Hill Water District Board of Directors in 2021 with a term ending in 2022.

After moving from Wisconsin to California, I started my career as a Public Servant for the City of Palmdale in 1984 and worked to, and achieved, many goals during those years, as an employee and Public Works Maintenance Administrator.

During the early years, I helped build a culture and spirt of providing a level of dedication to service within the maintenance department and delivering that service level to the residents of Palmdale. With pride, I then helped to build and develop a Public Works Maintenance Department growing from 7 employees to over 140, at the cities peek of growth. My role was to manage as a Supervisor of the Facilities Maintenance Department and Park Maintenance .

Appointment to the Assistant Superintendent of Public Works Maintenance in 2005: During this time, my leadership brought a comprehensive program implementation for the Sewer Maintenance Program the in-house staff, development and oversight of the Street Maintenance Section, the Landscape Maintenance Section,  Park Maintenance Sections along with Facilities Maintenance Section. Collaboratively working Project Mangers, multiple Public Works Improvement and Development Projects succeeded during this period until my retirement in 2015.

Major Accomplishments • Manage budget prep and expenditure tracking • Public Works Maintenance Safety Officer • Created and implemented a comprehensive safety program recognized as a model program by the APWA and recommended for implementation across all PW agencies nationwide • Received accreditation from Cal State Dominguez Hills in Cal-OSHA and Fed-OSHA as train the trainer • Received City of Palmdale Accommodation from the City Council for exemplary service to the citizens of Palmdale • Recognized as the APWA CHAPTER Public Works Employee of the year.

As a Director, I look forward to sharing this experience and knowledge with Quartz Hill Water District

Lance Pierson

Lance Pierson graduated from Biola University in La Mirada, California where he received his Bachelor of Arts degree in Communication and his Teaching Credential.  He was an assistant coach of the school’s baseball team, and the head coach for a season before moving on to a full-time teaching career.

Growing up he worked in his father’s floor covering business.  While in college, he started working in the hotel business as a bellman, where he eventually worked his way up to the Food and Beverage controller for the Sheraton Anaheim Hotel.  

He has been a teacher for over 30 years, teaching mostly Mathematics.  He is currently working at Quartz Hill High School where he has taught for nearly 20 years.  Lance also previously served as the Quartz Hill High School Athletic Director.

Lance has been active in the local community by serving on the Quartz Hill Town Council and the Student Site Council for both Quartz Hill and Lancaster High Schools.  He has been a long time coach for various sports around the Antelope Valley.
